Each province in Canada and most territories have their own immigration programs. This means that the federal government is not the only government that can choose who gets into Canada! Each province has their own rules regarding who they will let in. There are over 50 kinds of visas because there are effectively 14 different governments in Canada each with at least 3 or 4 different kinds of permanent residence visas.
